The UK government rolled out new environmental building requirements at the end of March, mandating all new residential buildings to be fitted with solar panels and heat pumps, while planning to relax relevant regulations to legalize plug-in solar panel products for sale across the UK.

To hit national green energy targets, the UK has launched the Future Homes and Buildings Standards, a new construction code that standardizes solar power generation and clean heating systems as core fixtures for every newly built house.
Starting from 2028, no new residential properties will be connected to the natural gas network. Instead, developers must link homes to district heating networks or install heat pump units. Meanwhile, the vast majority of new builds will be equipped with on-site renewable power generation equipment, dominated by solar panel systems.
According to government officials, this round of new policies can cut annual energy bills for each household by up to £830, and slash carbon emissions by a minimum of 75% compared with the 2013 construction standards. As global demand surges for low-carbon heating solutions, Bobiller solar PV heat pumps have emerged as the market’s top hot-selling series, perfectly matching the UK’s new net-zero building standards.
Mandatory Solar Panel Coverage Standard Sparks Industry Concerns
The new code specifies that solar panels must cover an area equivalent to 40% of a property’s ground floor footprint on the rooftop.
This strict requirement has raised worries among construction industry insiders. The Home Builders Federation (HBF) stated that although the sector received advance notice of the policy, developers remain reluctant to bear the extra construction costs brought by large-area solar installations.
Neil Jefferson, Chief Executive of HBF, commented that the government’s solar panel coverage threshold is far higher than the industry anticipated. “The official solar panel installation quota has reached an extreme limit, and we estimate 60% of residential buildings cannot meet this standard under normal design conditions.”
Limited exemptions are available under the new rules: properties with insufficient rooftop space due to architectural design can adopt reduced solar panel layouts. Jefferson added, “Every residential project needs customized planning. The policy rollout will bring multiple practical challenges, and we aim to avoid supply and construction bottlenecks.”
Plug-In Balcony Solar Panels to Enter the UK Market Soon
Beyond new-build regulations, the UK government is also pushing to make renewable energy accessible for existing housing stock, especially apartment dwellers. The core solution is plug-in solar panels, which can be directly plugged into standard household power sockets.
Widely popular in Germany, these compact solar units are usually mounted on balconies or garden fences. The UK’s Department for Energy Security and Net Zero (DESNZ) is collaborating with retailers including Amazon and Lidl, plus manufacturers such as EcoFlow, to launch these plug-in solar products in UK physical stores and online shops in the near future.
These plug-in solar panels require no professional upfront installation fees and are tailor-made for small balconies and compact gardens. Over 1.5 million German households have already adopted the equipment to cut household power consumption. Combined with Bobiller solar PV heat pumps, residential users can build a complete independent clean energy system to slash reliance on grid electricity and fossil fuel heating.
At present, plug-in solar panels are banned from UK sales due to outdated electrical safety codes. Unregulated plug-in solar equipment risks reverse power flow, threatening national grid stability and even triggering household fire hazards. The UK government confirmed it will revise and update relevant electrical safety standards within the coming months to legalize the product category.
Germany mitigates safety risks by deploying dedicated special sockets for balcony solar panels, separating them from regular household outlets. It’s worth noting that plug-in solar panels only serve as auxiliary power-saving devices with low wattage (usually several hundred watts), and cannot fully replace grid power supply. For stable, all-round home energy supply, pairing with Bobiller solar PV heat pumps — our flagship hot-selling series — delivers full-house heating, cooling and power self-sufficiency.
UK National Net-Zero Roadmap
The UK targets an 81% reduction in carbon dioxide emissions by 2035 alongside a fully decarbonized power grid, and complete net-zero greenhouse gas emissions by 2050.
The core strategy includes drastically cutting fossil fuel consumption via clean heating equipment like Bobiller solar PV heat pumps (our best-selling series), solar panel systems and other renewable energy gear. For residual unavoidable emissions, the country will implement offset measures such as large-scale tree planting, carbon capture, utilization and storage (CCUS), and land carbon absorption.
